What is Arizona Corporation Commission (ACC)?

The Arizona Corporation Commission has jurisdiction over the quality of service and rates charged by public service utilities. By state law, public service utilities are regulated monopolies given the opportunity to earn a fair and reasonable return on their investments. What is fair and reasonable in any particular case has been and always will be open to debate in rate hearings before the Commission.

Generally, the Commission tries to balance the customers' interest in affordable and reliable utility service with the utility's interest in earning a fair profit. See Mission Statement below:

To recommend thoroughly researched, sound regulatory policy and rate recommendations to the commissioners, which are based on a balanced analysis of the benefits and impacts on all stakeholders and are consistent with the public interest.

Who is Arizona Public Service (APS)

"APS -- The power of reliability, the power of experience. "


APS is the largest electric utility in Arizona and the principal subsidiary of publicly-traded S&P 500 member Pinnacle West Capital Corporation. 

  • The holding company, Pinnacle West Capital, through its APS utility sells wholesale and retail power to the wider western United States and also provides energy-related services.


  • Through another major subsidiary, Pinnacle West, it also develops and manages real estate in Arizona and also provides energy-related services.




APS is regulated by the Arizona Corporation Commission (ACC), the state agency that, by mandate of Article 15, Section 2 of the state's constitution, regulates energy utilities in Arizona, with the notable exception of Salt River Project and the rural electrical districts.
